The Hisba's Role in Protecting Integrity and Fighting Corruption An Analytical Reading in the Organization of National Commission of Anti-corruption
Abstract
This study seeks to clarify the rule of Hisba(Promotion of virtue and prevention of vice) in protecting integrity and fighting corruption. In spite of the fact that corruption, as a concept, has different meanings, yet they are quite similar, and to preform Hisba for the sake of preventing corruption has its guidelines in Holy Quran and Hadith. In Islam, Hisba seeks to mend people's affair, to spread welfare among them and to fight corruption in order to protect the public interest.
First, the study highlights anti-corruption in K.S.A, especially the organization and systems in this field such as: the Control and Investigation Commission, General Auditing Bureau, anti-bribery system and others. Second, the study defines the national anti-corruption in K.S.A by presenting its goals, specialization, organizational structure and characteristics such as: administrative and financial independence, neutrality and impartiality. Third, the study presents the attributes and conditions the person who performs Hisba must meet such as integrity, loyalty, impartiality, neutrality, wisdom, honesty and good reputation. Finally, the preventive measures for anti-corruption are accountability, integrity, disclosure and adoption of codes of conduct, and to create public awareness to confront corruption.
