Abstract

The study aimed to uncover the determinants of achieving the participatory development approach in rural societies through using the Grounded Theory approach. This study reached the theory of "treatment the determinants of participatory development and integrating its levels", which provides a proposed model for applying the participatory development approach in the study area. The study revealed the existence of four overlapping determinants that express obstacles towards the local development act. They are the individual determinants and the collective determinants at the human level, the structural determinants, and the administrative determinants at the operational level. The study recommended the four determinants must be addressed and integrated to make the community ready to adopt the participatory development approach.
