The Influence of Using the Second Generation of E-Government Technology on the Innovative Abilities of Government Employees in Dammam City in the Kingdom of Saudi Arabia

The aim of this study is to determine the level of usage of the second generation of e-government technology by Saudi government bodies and its influence on the innovative abilities of employees (in terms of originality, fluency, flexibility and sensitivity to problems) in Dammam city. To achieve these objectives, the study uses the social survey method.
The study concludes that there is a high-level usage of the second generation of e-government technology in government bodies in Dammam city. It also finds that there is a statistically significant influence at the level of 5% of the second generation of e-government technology usage on the four dimensions of employees' innovative abilities (Originality, fluency, flexibility and sensitivity to problems). In light of the results, the following recommendations can be made: (1) the most important is the need for the institution to measure the usage level of the second generation of e-government technology, as it diagnoses the current situation of the relationship between the government body and this new technology; (2) in addition, there is a persistent need for considering different categories of beneficiaries as the major component for the inputs and outputs of the second generation of e-government technology.
