Administrative Reform Strategies in Saudi public Universities in View of Saudi Universities' Bylaws (A proposed concept)

The present study aimed to propose a concept for administrative reform strategies in Saudi public universities in view of Saudi universities’ bylaws through identifying appropriate administrative reform strategies that can be applied and by exploring challenges facing its application in Saudi Arabia. In order to achieve the study objectives, a qualitative methodology was used in the form of explanatory phenomenology and interviews. The sample comprised 112 faculty members with previous or current administrative experience. The main results of the study were the following:
- Comprehensive reform strategy and transparency strategy obtained the approval of (87.7%) of the respondents, followed by permanent reform strategy at a rate of (76.79%), and then the focus strategy at a rate of (74%).
- The most prominent difficulties and challenges expected to be faced during the implementation of administrative reform strategies are difficulties and challenges in structure and organization, operation and finance, and development and competition.
The study also presented a proposed concept on how to implement administrative reform strategies, which included the philosophy of perception, its principles, and the values it is based on. Then identifying its objectives and importance, the mechanisms and procedures of evaluation, and requirements for implementation.
