The current study aimed to find out the components level of primary school students' mathematical proficiency. It is to develop a proposed scenario for developing them among students. To achieve the study goal, the descriptive survey method was used, and two study tools were developed: a mathematical proficiency test to measure four components: conceptual understanding, procedural fluency, strategic competence, adaptive reasoning; and a scale in the component of mathematical productive disposition. These two tools -after verifying their validity and reliability- were applied to a random sample consisting of (298) students of the fourth grade of primary school in public schools in Bisha Governorate in the first semester of the academic year 1441/1442 AH. The results showed that the fourth-grade primary school students' level in the mathematical proficiency test as a whole and each of its components is low and that their level is average in the productive mathematical disposition component. In light of the results, the proposed scenario to develop the students' mathematical proficiency was built. Some recommendations and suggestions were presented.
