The reality of challenges in responding to the Financial Planning standard and Financial Leadership in the context of Privatization of Saudi Universities - a proposed concept-.

Abstract

The current study aims to understand the reality of challenges in responding to the Financial Planning standard and Financial Leadership in the context of privatization of Saudi universities - a proposed concept-. The study adopted the descriptive-analytical approach and used a questionnaire as a data collection instrument from a sample of (50) male and female leaders from Saudi universities, selected through a simple random sampling method from the study population.

The results revealed that the reality of challenges in responding to the Financial Planning standard and Financial Leadership in the context of privatization of Saudi universities as a whole had an overall mean score of 3.98, indicating a high level, with a standard deviation of 0.92, where the scores for the domains ranged from 3.85 to 4.06. It also revealed that the challenges facing the quality of financial planning tools applied in the university as a whole were high, with an overall mean score of 4.03 and a standard deviation of 0.86, and the scores for the domains ranged from 3.88 to 4.11. Additionally, the difficulty in assessing the financial performance of the university as a whole was high, with an overall mean score of 3.85 and a standard deviation of 1.01. The scores for the domains ranged from 3.66 to 3.35.

The results indicated statistically significant differences in the third domain (difficulty in assessing the financial performance of the university) regarding the reality of challenges in responding to the Financial Planning standard and Financial Leadership in the context of privatization of Saudi universities between the male and female categories with significance level less than 0.05 in favor of the female category. Furthermore, statistically significant differences were found in the first domain (challenges in preparing an effective financial plan) regarding the reality of challenges in responding to the Financial Planning standard and Financial Leadership in the context of privatization of Saudi universities based on the academic qualification variable. It obtained statistical significance less than 0.05 in favor of the 'Master's' qualification category. However, there were no significant differences in the other domains and overall performance. Nevertheless, there were no statistically significant differences in all study domains and overall performance regarding the reality of challenges in responding to the Financial Planning and Financial Leadership standard in the context of privatization of Saudi universities based on the academic qualification variable, where the significance level was higher than 0.05.

Based on the results the study recommends enhancing the competency of personnel in financial planning and their ability to choose tools through the design of training programs that increase their financial capability and efficiency. It also suggested gaining insights from leading universities experienced in financial estimation tools to enhance the skills of university personnel.
