Abstract

The study aims to identify the obstacles to apply the electronic management (administrative, technical, human, and financial) among the leaders of general public education schools in Riyadh city and to find ways to overcome them & to identify the differences of statistical significance between their responses about its dimensions, according to the variables of educational stage and years of service as a school leader. 

To achieve its objectives, the study adopted the analytical descriptive approach, and the questionnaire as a tool for the study which was applied to a simple random sample of (218) school leaders in Riyadh city. After field application, the data were statistically analyzed and the following results were obtained.

Obstacles to the application of e-management among the leaders of general public education schools came at a high level and an average of (2.41 out of 3). The highest obstacles presence are the financial obstacles, followed by administrative obstacles, human obstacles and technical obstacles.

 The ways to overcome the obstacles to the implementation of electronic management came with a high importance and a general average of (2.69 of 3). The most significant means were to provide an appropriate level of funding and to implement a comprehensive plan to encourage the application of electronic management. Training school staff to implement electronic management, and programming school transactions into electronic transactions.

There are statistically significant differences in the responses of the study sample members on its dimensions according to the variables of the educational stage for the benefit of  secondary stage, and differences on the dimension of the ways of overcoming the obstacles according to the years of service for the benefit of the categories 5 to less than 10 years and more than 10 years. There are no differences about the dimension of obstacles according to years of service variable.

In light of the results of the study, the main recommendation includes to provide a budget allocated for the purposes of activating electronic management efficiently.
