The study aimed to identify the availability level of e-governance dimensions (strategic alignment, added value, resource management, risk management, performance measurement) in the Deanship of E-Learning and Digital Transformation of Shaqra University, from the point of view of its leaders, and to identify the obstacles that limit the application of e-governance in the Deanship from the point of view of its leaders in the following areas (administrative, technical, human). And to learn about international models in the practice of e-governance in universities to benefit from them in building the proposed model for applying e-governance in the Deanship of E-Learning and Digital Transformation. The descriptive survey approach and the questionnaire were used as a tool for the study, which was applied to all 84 deans and vice-deans of Shaqra University, and one of the most prominent results of the study is that the degree of availability of e-governance dimensions came to a medium degree, and that there is high approval of the obstacles that limit the application of e-governance at the university, and finally presenting a proposed model for the application of e-governance in the Deanship of E-Learning and Digital Transformation at Shaqra University.
