Organizations and educational institutions are interested in the evolving role of managers and leaders in Institutions of higher education, and this requires changing environmental conditions that make for a good selection of workers with knowledge and skills. (303) of faculty members and administrative staff in governmental Institutions of higher education in the State of Kuwait. and the research concluded that the responses of the sample members to the questionnaire as a whole about the reality of the obstacles to Replacement and Succession Administration Leadership in the Institutions of higher education in the State of Kuwait with a medium degree, and there are no statistically significant differences between the responses of the sample members and the reality of the obstacles to Replacement and Succession Administration Leadership in the Institutions of higher education in the State of Kuwait, and there are statistically significant differences due to the job grade variable (deans Faculties/ institutes directors-faculty members-administrative staff) and the differences were in favor of college deans/ institutes directors.
