Abstract
The aim of the current study was to uncover the dimensions of digital citizenship and identify the proposed standard expressions to reach a proposed standard for measuring digital citizenship among administrative employees in Saudi universities. To achieve the study objectives, a descriptive documentary approach was used. The expert survey method was also employed, relying on a purposive sample of experts and specialists in the field of management and planning. The researcher obtained approval from 20 participants who are considered the research population and sample. The research tool was a proposed standard for measuring digital citizenship among administrative employees in Saudi universities. The researcher arrived at several results, the most important of which are: reaching a proposed standard agreed upon by the study experts regarding its standard dimensions, core criteria, and standard expressions. These include the first dimension of familiarity with the basics of the digital work environment, branching into three criteria: digital access, which included (6) standard expressions; digital behavior, which included (7) standard expressions; and digital law, which included (5) standard expressions. The second dimension is digital skills, branching into three criteria: digital communication, which included (5) standard expressions; development and training, which included (6) standard expressions; and digital advertising and publications, which included (5) standard expressions. The third dimension is digital rights and responsibilities, which included (5) standard expressions; digital health and safety, which included (6) standard expressions; and digital security, which included (5) standard expressions.
